[EN] On 9th January 2015, in the frame of the campaign Open Access Now, the MEP’s Marina Albiol (GUE/NGL) and Ernest Urtasun (Greens) visited the center of temporay stay for migrants (CETI) of Melilla, with Spanish associations: SOS Racismo, Migreurop, PRODEIN.

Members of the delegation:

MEP’s: Marina Albiol (MEP, GUE/NGL, Spain) and Ernest Urtasun (MEP, Greens, Spain)

NGO’s : SOS Racismo, Migreurop, PRODEIN

Journalists : yes, but access denied.

Main observations: Overcrowding and lack of resources. This centre, build in 1999 to “host” 480 persons – enlarged to 512 places later – accommodated 2400 persons in May 2014. During the visit, there were 1 426 persons, including 1 035 Syrians. In addition to adults, the centre also receives children accompanied by their family, 264 in occasion of the visit. Due to overcrowding, numerous installations (hygiene or accommodation) are in bad conditions. In the tents, in which around 700 persons live, the cold is piercing. Migrants protect themselves by surrounding layered beds with covers. Moroccan minors are not taken in charge in  the CETI, and are left in the streets. Overcrowding prevents implementation of educative programs.

Access to NGO’s is discriminatory because problematic for some organisations with no definition of real criteria to allow or deny their access. During the visit, young Africans who just jumped over Melilla’s barrier arrived at the centre.
